Lagos Digitalizes Building Approval System With EPPPS

The Lagos State Government has fully automated its building approval process with the launch of the Electronic Physical Planning Process System (EPPPS).

The digital platform, effective since April 1, 2026, replaces manual and semi-digital systems across the state.

“The Lagos State Government has formally migrated from analogue and semi-digital processing of planning permits for property owners in the State,” said Dr. Olajide Abiodun, Special Adviser to the Governor on E-GIS and Urban Development.

How The System Works

EPPPS is a web-based platform designed to modernise the Ministry of Physical Planning and Urban Development. It streamlines planning permits, construction approvals, and stage certifications.

“EPPPS is a transformative platform designed to modernise operations, ensuring efficiency, transparency, and scalability,” Abiodun explained during a press conference at Alausa, Ikeja.

The government warned that any attempt to process permits outside the platform will be considered illegal.

A task force has been deployed to monitor compliance, while personnel have been trained and infrastructure installed across district offices.

The initiative is expected to reduce delays, eliminate human interference, and improve service delivery for developers and property owners.

The Certified Accreditors Programme (CAP), a public-private partnership, will involve accredited professionals to monitor projects and enforce standards.

This is aimed at reducing building collapse risks and improving delivery timelines.

The government also highlighted ongoing digitisation of land administration through e-GIS offices, enhancing record security and speeding up processes such as Certificates of Occupancy and mortgage approvals.

Lagos issued 37,266 building permits over six years, including approvals for hospitals, schools, petrol stations, and shopping malls.

With EPPPS, the state targets 40,000–45,000 permits annually to match rapid urban growth.
