The Niger Delta Development Commission (NDDC) has officially invited young graduates from the region to apply for its Foreign Master’s Post-Graduate Scholarship Programme.
This initiative seeks to provide advanced professional training to brilliant minds from the oil-producing states for the 2026/2027 academic session.
The commission announced the start of the process on Monday, March 23, 2026, through its official social media channels.
The application portal is now live and will remain open until April 19, 2026, giving candidates exactly four weeks to submit their details.
The scholarship aims to prepare youth for the global job market while boosting local content development.
The commission noted that this scheme is a key part of its human capital development strategy for the Niger Delta.
Strict Eligibility And Selection Criteria Outlined
To qualify for this fully-funded award, applicants must hold a first-class or second-class upper-division degree from a recognized university.
Additionally, candidates must not be older than 40 years at the time of their application.
The NDDC alleged that the selection process will be highly competitive and transparent.
“The selection process would begin with a preliminary shortlisting based on candidates’ WASSCE or NECO results and undergraduate degree classification,” the commission stated.
Shortlisted candidates must then sit for a computer-based test (CBT) in Rivers State. The commission noted that applicants must score at least 70% in this test to move to the final verification stage.
Interested graduates must provide several documents, including a Local Government identification letter and a postgraduate admission letter from an overseas university.
Other requirements include a recent passport photograph, academic certificates, and an NYSC discharge or exemption certificate.

The NDDC stated that preference will go to applicants from the core oil-producing states. These include Abia, Akwa Ibom, Bayelsa, Cross River, Delta, Edo, Imo, Ondo, and Rivers.
Furthermore, the commission noted that the scholarship value will be calculated based on the prevailing exchange rate of the Naira.
It also warned that successful scholars will not be allowed to change their courses or institutions once the award is given.
