NCC Sets Pricing, Timelines for MVNO Operators

The Nigerian Communications Commission (NCC) has taken steps to protect smaller operators from unfair competition in Nigeria’s telecom sector.

The regulator released a draft set of Business Rules for Mobile Virtual Network Operators and has called for feedback from industry players.

The draft framework aims to prevent larger Mobile Network Operators from using pricing strategies or operational delays to block smaller operators and virtual providers.

The NCC said the rules would foster fair competition, safeguard small players and improve operational standards across the telecom ecosystem.

Industry participants and interested entities must submit feedback by June 29, 2026.

The commission also announced a public consultation forum on July 9, 2026, where stakeholder input will be evaluated before the final rules take effect.

New Timelines and Pricing Rules

The draft rules set strict onboarding timelines for host networks and MVNOs.

Host network operators must acknowledge receipt of MVNO connection requests within 10 days and give feedback on technical readiness within 20 days.

All business and technical agreements between the parties must be finalised within 120 days to avoid unnecessary delays.

The framework also introduces benchmark pricing structures for data, voice calls, SMS and USSD services.

This model is expected to stop dominant operators from pushing smaller virtual operators out of the market through anti-competitive pricing.

The rules also create a tiered operational framework that defines the scope, responsibilities and operational boundaries for different categories of operators.

The new regulations are meant to create a level playing field for all operators and promote healthy competition.

They also seek to speed up growth in Nigeria’s telecom industry by making it easier for new and smaller players to enter and stay in the market.

The NCC said the proposed rules would raise standards and make the sector more predictable for investors and operators alike.

The draft rules are part of the commission’s ongoing stakeholder engagement process and will be finalised after the public consultation and review of feedback.
