The United States Department of Homeland Security (DHS) has unveiled a limited‑time programme offering undocumented migrants’ financial incentives to voluntarily leave the country during the holiday season.
Under the initiative, migrants who register through the CBP Home app before December 31 will receive a $3,000 stipend and a free flight to their home country.
DHS said participants will also qualify for forgiveness of civil fines or penalties linked to overstaying in the United States.
According to official figures, approximately 1.9 million undocumented migrants have voluntarily departed since January 2025, with tens of thousands using the CBP Home platform.
Homeland Security Secretary Kristi Noem described the holiday bonus as a temporary increase.
“Since January 2025, 1.9 million illegal aliens have voluntarily self‑deported, and tens of thousands have used the CBP Home programme. During the Christmas season, the US taxpayer is so generously tripling the incentive to leave voluntarily—offering a $3,000 exit bonus, but just until the end of the year,” she said.
Noem added a warning for those who refuse to participate. “Illegal aliens should take advantage of this gift and self‑deport because if they don’t, we will find them, we will arrest them, and they will never return.”
The programme, branded “Project Homecoming,” was established in May 2025 under a presidential proclamation by President Donald Trump.
Initially, DHS offered $1,000 and a free flight to those willing to self‑deport. Funding comes from $250 million originally earmarked for refugee resettlement, later repurposed by the State Department.
DHS described the CBP Home app process as straightforward: migrants download the app, submit their information, and the agency arranges travel at no cost. Officials warned that those who decline the offer could face arrest, deportation, and permanent bans on re‑entry.
The holiday incentive is the administration’s push to accelerate voluntary departures while tightening enforcement against those who remain.
