House of Reps Throws Out Bill On Rotational Presidency

The House of Representatives has rejected a bill that sought to rotate the presidency among Nigeria’s six geopolitical zones.

Deputy Speaker Benjamin Okezie Kalu sponsored the bill. He named it: “A Bill for an Act to Alter the Constitution of the Federal Republic of Nigeria… to Provide for the Principle of Rotation of the Offices of the President and the Vice President…”

The six zones are North Central, North East, North West, South East, South South, and South West.

The bill was one of seven proposed constitutional amendments scheduled for a second reading on Tuesday, May 13, 2025.

Mixed Reactions from Lawmakers

Kalu invited lawmakers to speak after reading the bill’s title.

Rep Aliyu Madaki (NNPP, Kano) opposed the bill. He said the federal character principle already ensures fair representation.

“Zoning should be the decision of political parties, not the constitution,” Madaki said.

Rep Ali Isah (PDP, Gombe) supported the bill. “Rotational presidency in the constitution will ensure fairness and inclusivity,” he said.

Rep Sada Soli (APC, Katsina) strongly disagreed. “It will prioritise region over competence,” he said. “It limits who can run and may fuel regional rivalries.”

More Lawmakers Weigh In

Kalu responded firmly. “Every region has capable people. This bill allows equal participation in governance,” he said.

Rep Shina Oyedeji also opposed the bill. “Democracy is about healthy competition. Everyone should be free to run for office anytime,” he said.

Rep Bello El-Rufai (APC, Kaduna) warned the bill could deepen divisions. “It could cause more ethnic tensions in this diverse country,” he said.

After the debate, the Deputy Speaker called for a voice vote. The majority shouted “nay.” The bill was rejected.
