The Federal Government has launched the Human Resource (HR) Modules of the Integrated Personnel and Payroll Information System (IPPIS), introducing a fully digital platform to automate staff postings, promotions, leave applications and other personnel processes across the Federal Civil Service.
Head of the Civil Service of the Federation Didi Esther Walson-Jack said the platform is a major step toward a modern, technology-driven public service under President Bola Tinubu's Renewed Hope Agenda.
Speaking Monday at the IPPIS Go-Live Ceremony in Abuja, Walson-Jack said the initiative goes beyond a digital rollout.
“We are not just unveiling a digital platform, but institutionalising a better way of managing our most important resource, which is our people, our employees,” she said.
System Replaces Manual Processes Across 508 Agencies
According to her, the HR modules cover biometric enrolment, onboarding, payroll administration, employee mobility, human resource management, reporting and data analytics across the 508 ministries, departments and agencies currently on IPPIS.
Walson-Jack said the platform ends the practice of lobbying for preferred postings, since deployments will now run digitally.
“Post me here, post me there. I want a juicy posting, no more. It is now digitalised. No more lobbying for posting,” she said.
She said combining personnel functions into one platform would cut duplication, improve record-keeping and reduce errors, while employee self-service tools let civil servants update their own records without paperwork.
Walson-Jack said the platform, which replaces the Oracle Electronic Business Suite, was developed by Nigerians, calling it a practical example of the government’s Nigeria First policy.
She called on ministries and agencies to embrace the system, warning that technology alone would not fix inefficiency without changes to existing work culture.
Officials Say Platform Builds on IPPIS’s Long History
Accountant-General of the Federation Shamseldeen Ogunjimi said IPPIS, which began in 2007 with seven pilot ministries, now covers 508 agencies with more than 1,008,800 employee records.
He described the HR modules as a natural progression that shifts IPPIS from payroll administration to full digital human capital management, saying the integration would strengthen fiscal discipline and workforce planning.
Federal Civil Service Commission Chairman Professor Tunji Olaopa called IPPIS one of Nigeria’s most successful public sector initiatives, crediting it with helping eliminate ghost workers and centralise personnel records.
He said the new modules would let civil servants apply for leave online, track promotions and disciplinary processes, and support data-driven workforce planning.
Permanent Secretary at the Career Management Office, Nkiruka Jones-Nebo, called the launch another milestone in the government’s push to modernise HR management, saying its success depends on commitment from permanent secretaries and accounting officers.
Dr. Bisi Aina, Managing Director of SoftAlliance and Resources Limited, the company that built the platform, said the launch completes a 15-year transformation of IPPIS from a payroll system into a full human capital management platform.
He said the indigenous solution would cut dependence on foreign software, reduce exposure to exchange rate fluctuations, and keep sensitive personnel data under Nigerian control.
The government said the platform would form the foundation for future integration with other systems, including advanced analytics and predictive workforce planning.
