Enugu Govt Gives Landlords 90-Day Amnesty to Secure Building Approvals

The Enugu State Government has announced a 90-day amnesty for property owners without approved building plans to regularise their structures.

The initiative, effective from February 27, 2026, is part of efforts to enforce structured urban development and strengthen regulatory compliance.

Managing Director of the Enugu State Geographic Information System (ENGIS), Chiwetalu Nwatu, said the programme will be implemented with planning authorities.

It offers owners of existing buildings an opportunity to obtain approvals and avoid future sanctions.

Under the amnesty, owners must submit as-built drawings through ENGIS. Those without drawings should engage certified architects to prepare plans reflecting the current state of their buildings.

Requirements For Property Owners

ENGIS warned that no building plan approval will be granted without a registered land title, such as a Certificate of Occupancy or a registered Deed of Assignment.

The agency also cautioned that no construction should begin without both a valid land title and an approved building plan issued by ENGIS, the Enugu Capital Territory Development Authority, or designated town planning offices.

Individuals and corporate bodies holding land under Power of Attorney arrangements were advised to regularise documentation by registering proper title instruments.

Speaking on the policy, Nwatu described the amnesty as corrective and forward-looking.

“This window is not punitive; it is an opportunity for property owners to come into compliance without penalties while helping the state build a more organised and secure urban environment,” he said.

He added that the new policy aligns with the state’s land administration strategy.

“Going forward, we are institutionalising a culture where land title and building approval go hand in hand. This is critical for protecting genuine property owners and ensuring Enugu grows in a planned and sustainable manner,” Nwatu stated.
