President Bola Tinubu has directed the National Security Adviser (NSA) and the Department of State Services (DSS) to urgently review and implement his earlier security directives, stressing that no Nigerian should be left vulnerable amid rising cases of kidnapping and terrorism.
Speaking at the Federal Executive Council (FEC) meeting on Wednesday, Tinubu instructed the security heads to provide further information, constitute a committee, and immediately begin executing the renewed mandate.
“So that you don’t leave people exposed, NSA and DSS should provide further information, form themselves into a committee, and review the instruction,” he said.
The President underscored the urgency of the task: “We face challenges of kidnapping and terrorism. We need all the forces we can utilise. I know some of our people are exposed, and we must make exceptional provisions for them.”
Tinubu directed that the Nigeria Security and Civil Defence Corps (NSCDC) be actively involved in the new measures. He also asked the NSA to consider arming forest guards as part of strengthened security efforts.
“Civil Defence must be apt. I want the NSA to take seriously the need to arm our forest guards too,” he said.
Livestock Reform Agenda
Turning to agricultural reforms, Tinubu issued fresh instructions to Vice President Kashim Shettima, directing him to convene the National Economic Council (NEC) to identify villages or grazing reserves that can be rehabilitated into ranches and livestock settlements.
“The Vice President should get NEC to first identify which villages or grazing reserves can be salvaged or rehabilitated into ranches,” Tinubu said.
He stressed that reforms must prevent conflicts and transform livestock management into an economic asset: “We must eliminate the possibility of conflicts and turn livestock reform into economically viable development. The opportunity is there—let’s use it.”
Tinubu reiterated that land ownership rests with the states and urged NEC to guide the reform process in line with constitutional provisions.
“NEC must emphasise the constitutional requirement that land belongs to the states. Whichever reserves they can salvage should be converted into livestock villages. Let’s stop the conflict areas and turn them into opportunities for prosperity,” he said.
