From 2026, Russia will stop buying foreign-made clothing and gear for its armed forces.
President Vladimir Putin signed the new decree on Monday. It says that from January 1, 2026, all uniforms and related clothing for the Russian military must be made by companies within Russia.
The order goes further. By 2027, even the fabrics and knitted materials used must also be made domestically. No foreign textiles will be allowed for official military use.
Military clothing covers a wide range of supplies — from formal uniforms and insignia to underwear, bedding, boots, special protective clothing, and sanitary gear.
Russia’s State Defence order system will handle all procurement. The aim is to remove all foreign involvement in the production chain.
The rule means the entire supply process, from raw fabric to finished uniform, will happen inside Russia.
The move comes as Russia faces Western sanctions over the Ukraine war. Moscow has been shifting toward “import substitution” in many sectors.
Supporters say the change will strengthen national security and create local jobs. Critics, however, warn it could limit access to advanced foreign materials.
