The Federal Government has approved a modular refinery inside the Abia Industrial and Innovative Park (AIIP) in Owaza, Ukwa West Local Government Area.
Governor Alex Otti made this announcement while launching the construction of the 11.1-kilometer Obehie-Umudobia-Owaza road.
Speaking at the event, Otti described the project as more than just road construction. “This is about reviving dormant economic assets and reigniting the aspirations that once defined this region,” he said.
The road project, expected to be completed in a year, will improve trade and enhance AIIP’s viability. AIIP is a major industrial hub planned to boost Abia’s economic development by attracting businesses and investors.
New Refinery to Boost Industrial Growth
Otti also announced federal approval for a modular refinery within AIIP. “I am pleased to inform you that we received approval for a modular refinery to be built inside AIIP by H.I.S. Refinery and Petrochemical Company Limited,” he said.
Modular refineries are smaller-scale, cost-effective plants that refine crude oil into usable products like diesel, kerosene, and petrol. These refineries can compliment large scale refineries like the 650,000 bpd Dangote Refinery, support Nigeria’s effort to wean itself out of fuel imports, and create jobs in local communities.
Mr Otti assured that the Abia State government would support the refinery project, expecting it to drive industrialization and economic growth in the area.
“The era of neglect for Ukwa and its communities is over. Your land will yield its best, and the oil in your land will bring prosperity,” he declared.
Infrastructure, Power, and Water Projects
In response to community requests, Otti confirmed that the Umuzike-Obokwe-Ngwaiyiekwe road has been included in the 2025 budget and will soon be flagged off.
He also pledged to restore electricity in Asa land by the end of March, directing Commissioner for Power and Public Utilities, Ikechukwu Monday, to assess the requirements.
The Governor reiterated his administration’s state of emergency in the water sector, assuring residents that efforts are underway to resolve the water crisis across Abia State. He called on locals to support contractors and work with the government to ensure smooth project execution.
Community Leaders Praise Otti
Leaders from Ukwa West expressed gratitude for Otti’s development initiatives. Hon. Godwin Adiele (Member, Abia State House of Assembly), Mr. Philemon Ogbonna (Commissioner for Environment), and Pastor Dike Nwankwo (Mayor of Ukwa-West LGA) spoke on behalf of the communities.
Commissioner for Works, Otumchere Oti, described the Obehie-Owaza road as a gateway to Asa and AIIP, saying it would generate jobs and attract investment.
ASOPADEC General Manager Venerable Joshua Onyeike, praised Otti for allowing the commission to fulfill its mandate effectively.
Prominent community figures, including Dame Victoria Akanwa and Pastor Ralph Egbu, acknowledged Otti’s infrastructural achievements.
The President-General of the Asa Development Union, Elder Goodluck Nwauju, noted Otti’s efforts in reclaiming over 10,000 hectares of land previously allocated for the abandoned Enyimba Economic City project.
Speakers at the event hailed him as “God-sent” and endorsed him for a second term.
