Under the Presidential Metering Initiative (PMI), the federal government plans to start distributing electricity meters to customers by the first quarter of 2025.
Tunji Bolaji, the Minister of Power’s Special Adviser, said he “expects delivery of meters to begin by the first quarter of next year.”
The goal of the PMI is to provide 10 million meters in five years and eliminate estimated billing.
As of June 30, 2024, only 5.99 million of 13.19 million registered electricity customers had been metered.
Bolaji said, “The government is working with local manufacturers” to ensure meters are delivered to every electricity consumer.
Additionally, the government plans to roll out 3.2 million meters under the World Bank’s Distribution Sector Reform Program (DISREP) this month. At least 1.3 million meters have been procured, and Bolaji promised that “Nigeria will receive these meters between December 2024 and the second quarter of 2025. “
The Nigerian Electricity Regulatory Commission (NERC) is also working to meter all Band A customers using the Meter Acquisition Fund (MAF). The eleven electricity distribution companies (DisCos) received ₦21 billion from the MAF for meter installation.
NERC noted that previous initiatives failed to address metering challenges. They identified financing issues as a major barrier to acquiring and deploying meters.
“The Meter Acquisition Fund (MAF) scheme was developed to address the challenge of DisCo creditworthiness,” NERC stated.
The government says it wants to close the metering gap in three years by leveraging smart meter technologies.
