Enugu Tops 2026 Phillips Consulting Momentum Index

Former Senate President Ken Nnamani and the Enugu State Caucus of the National Assembly have congratulated Governor Peter Mbah after Enugu emerged as Nigeria’s fastest-improving state in the 2026 Phillips Consulting State Performance Momentum Index.

Enugu scored +1.55 out of the report’s 3.0 benchmark, placing first among the 33 states ranked, ahead of Jigawa (+0.77), Abia (+0.67), Osun (+0.65) and Kano (+0.46).

Philips Consulting Limited, a Nigerian business and management consulting firm, launched the 2026 PCL State Performance Index last week to help governments, investors and citizens assess how states perform.

The Momentum Index specifically measures how quickly states improved against the national average, based on five indicators: citizen satisfaction, internally-generated revenue relative to federal allocations, debt sustainability, revenue growth and fiscal transparency.

Nnamani Calls Mbah ‘Poster Boy’ for Good Governance

In a statement issued at his Amechi Uwani country home in Enugu South LGA on Sunday, Nnamani said the ranking did not surprise those who had followed the state’s progress since Mbah took office in May 2023.

“Any discussion about good governance and transformative leadership without the mention of Enugu State under Governor Mbah’s leadership could only be a mistake,” Nnamani said.

He said Mbah had transformed the state’s security, health, education, agriculture, transport, tourism and infrastructure sectors within three years, achieving what he said many governors could not deliver in eight.

“Like him or hate him, Governor Peter Ndubuisi Mbah is no doubt the poster boy for good sub-national governance in Nigeria today and we are very proud of him,” he added.

National Assembly Caucus Cites $30bn Economic Target

Separately, the Enugu State Caucus of the National Assembly, in a statement signed by former Senate Minority Whip Osita Ngwu, also commended Mbah for putting the state “on the map yet again.”

“The report is another testimony that the administration’s vision to grow the state’s economy from $4.4bn to $30bn is very much on course,” the caucus said.

The lawmakers pledged continued support to help sustain the state’s development momentum.

According to Phillips Consulting, Enugu’s ranking reflects deliberate governance choices, strong fiscal discipline and sustained policy implementation, showing how disciplined execution can produce measurable results within a short period.

The report also credited the state’s progress in governance effectiveness and institutional capacity.
