Nigerian president walked into the United Nations and made a proposal that most member states have never thought of before — and by the sound of the room, many may actually be listening.
President Bola Tinubu has called on all United Nations member states to incorporate the Preamble to the UN Charter into their national constitutions.
The proposal was made on Monday, June 30, 2026, during an informal meeting of the UN General Assembly at the UN Headquarters in New York.
Nigeria’s Permanent Representative to the United Nations, Jimoh Ibrahim, delivered the proposal on the President’s behalf and said delegates responded with applause.
Ibrahim, who also serves as Chair of the Budget and Appropriation Committee — known formally as the Fifth Committee — of the UN General Assembly, said President Tinubu believes enshrining the Charter’s preamble in national law would embed the foundational values of the UN directly into how countries govern themselves.
“President Bola Tinubu believes that incorporating the Preamble to the Charter of the United Nations into the constitutions of member states will serve as a permanent reminder of our collective responsibility to humanity and reinforce the universal principles of peace, justice, human dignity and international cooperation,” the statement from Ibrahim’s office read.
The UN Charter Preamble, adopted in 1945, opens with the words “We the Peoples of the United Nations” and commits signatory nations to saving future generations from war, affirming human rights, and promoting social progress and better living standards.
It forms the moral and philosophical foundation of the entire UN system — though it currently carries no binding legal force within domestic legal frameworks.
What the Proposal Is Designed to Achieve
Ibrahim explained that the intent behind the proposal goes beyond symbolism. Tinubu’s argument is that embedding the preamble in national constitutions would deepen each government’s binding commitment to the principles that underpin international peace and security.
According to Ibrahim, the proposal is designed to reinforce member states’ commitments to preserving international peace, protecting fundamental human rights, promoting justice and respect for international law, advancing social progress, and encouraging peaceful coexistence.
The Nigerian envoy also welcomed the continued engagement of the UN Security Council‘s five permanent members — the United States, the United Kingdom, France, China, and Russia — with the purposes and principles of the Charter, framing their ongoing commitment as essential to the proposal’s spirit.
“The President’s proposal is designed to strengthen the collective resolve of all member states in advancing the ideals of the United Nations and ensuring that the values contained in the Charter remain central to national governance,” Ibrahim added.
Nigeria Frames the Proposal as a Multilateralist Statement
Ibrahim described the warm reception in the General Assembly hall as an early indicator of broad support. He said the proposal reflects Nigeria’s longstanding commitment to multilateralism and its vision of a stronger, more inclusive United Nations.
The timing is deliberate. President Tinubu is expected to participate in the 81st Session of the UN General Assembly, scheduled for September 2026, and this proposal positions Nigeria as an active agenda-setter rather than a passive participant in the global forum.
Nigeria has historically played an outsized role in UN peacekeeping and African multilateral diplomacy.
By pushing for the UN Charter Preamble to become part of domestic constitutional law worldwide, Tinubu is essentially proposing that global values become local obligations — a shift that, if adopted, would have a lot of implications for how governments justify their actions to their own citizens.
