Soludo Presents ₦757 Billion “Changing Gears 3.0” 2026 Budget

Anambra State Governor, Prof. Chukwuma Soludo, has presented a ₦757 billion budget proposal to the State House of Assembly for the 2026 fiscal year, describing it as a bold financial plan designed to consolidate his administration’s transformative agenda.

The proposal tagged “Changing Gears 3.0: Solution Continues”, marks a 24.1 percent increase from the 2025 budget of ₦606.9 billion. Soludo said the framework reflects intensified focus on execution, growth, and responsible fiscal management.

“We remain committed to responsible fiscal management, with no borrowing for consumption. Every kobo will be prudently utilised to maximise value for the people of Anambra,” he assured lawmakers.

Capital-Heavy Budget with Deficit Financing

Giving a breakdown, Soludo explained that ₦595.3 billion — representing 79 percent of the total budget — is earmarked for capital expenditure, while ₦161.6 billion, or 21 percent, is allocated for recurrent spending.

The budget carries a deficit of ₦225.7 billion, which the governor said would be financed through hybrid funding options, public–private partnerships, improved internally generated revenue, concessions, and support from financial institutions.

Commissioner for Budget and Economic Planning, Mrs. Chiamaka Nnake, added during a press briefing that the government is working to structure taxes more efficiently to avoid abuse, even as internally generated revenue remains below potential.

She noted that despite 2025 being an election year, the state achieved 61 percent budget performance by October, with road projects and asphalting continuing uninterrupted.

“Last year we did 71 percent in budget performance. This year I expect we will do better, if not for anything, we should be able to do 75 percent by December 31,” she said.

Building a “Smart Homeland”

Soludo emphasized that the 2026 budget is designed to drive growth across all sectors, laying the foundation for a prosperous, liveable, and smart homeland.

e highlighted that capital projects will dominate spending, reflecting his administration’s focus on infrastructure, education, healthcare, and economic expansion.

The governor’s presentation comes as other states unveil ambitious budgets for 2026 — Osun with ₦705 billion and Oyo with ₦892 billion and Abia exceeding the ₦1 trillion budget mark for the first time in history — underscoring a nationwide push for capital-driven development.

As Anambra lawmakers deliberate the budget, citizens resident in the state hope Soludo’s ambitious plan will translate into tangible improvements of lives in healthcare, infrastructure, education, security, and improved wages.
