A new chapter has opened in Enugu State’s land administration as the government officially introduced a Digital Survey Management System, a landmark reform aimed at ending years of land grabbing, multiple allocations, and fraudulent transactions.
The announcement came during a workshop organised by the Office of the Surveyor General in Enugu, where stakeholders from the public and private sectors gathered to witness what officials described as “a revolution in land management.”
Speaking at the event, the Enugu State Surveyor General, Surv. Chime Justus said the new digital system, launched under Governor Peter Mbah’s administration, will make land records tamper-proof, traceable, and transparent.
He described the reform as “a historic milestone that places the surveying profession at the heart of Enugu’s land governance.”
According to him, all survey data, coordinates, and professional signatures will now be stored in a secure, unalterable database. “This means no more duplicate surveys, no fake cadastral plans, and no room for land manipulation,” he said.
Chime further noted that digitalisation would accelerate approval processes, protect professional integrity, and restore public trust.
“Land does not vanish, and now survey records will not either,” he added, stressing that the system ensures accountability long after a surveyor’s work is done.
He urged property owners to register their lands with the Ministry of Lands and Urban Development, warning that paper-based transactions will soon be obsolete.
“Digital documentation is now the only true protection against fraud and encroachment,” he said.
Surveyors Hail Reform as “Game Changer”
The Enugu chapter of the Nigerian Institution of Surveyors (NIS), led by its chairman, Surv. Emmanuel Nnamani praised the Mbah administration for what he called “a masterstroke in sanitising the state’s land administration system.”
He explained that for years, poor record-keeping had led to overlapping surveys and multiple ownership claims. “With this digital system, every parcel of land will now have a single, verifiable record that is traceable to one legitimate owner,” he said.
Nnamani urged surveyors to embrace the reform rather than resist it, describing technology as “a tool that enhances, not replaces, professional relevance.”
He commended the state government’s investment in modern survey equipment — including drones, total stations, dual-frequency GPS, and Continuously Operating Reference Stations (CORS) — saying they guarantee precision and data integrity.
Government Assures Investors of Certainty and Safety
The Commissioner for Lands and Urban Development, Barr. Chimaobi Okorie reaffirmed the government’s commitment to a transparent, investor-friendly land system.
He said the digital platform aligns with Governor Mbah’s vision of positioning Enugu as a prime investment destination.
“Investors seek certainty and predictability,” he explained. “Past distortions in survey descriptions caused overlaps and disputes. Now, with this system, every land coordinate can be verified directly from a device — bringing accuracy and peace of mind.”
Okorie described the reform as a “partnership-driven innovation” developed through collaboration between the Ministry, the Surveyor General’s Office, and the NIS.
“It ensures every survey and allocation is digitally verifiable and publicly accountable,” he said.
He added that the state will continue engaging professionals and developers to ensure a seamless transition.
Participants at the workshop called the move “a turning point in land governance,” applauding the government for introducing a technology-driven system that strengthens property rights, investor confidence, and the rule of law.
