OpenAI, the company behind ChatGPT, has updated its global usage policy, restricting the use of its AI systems from providing medical, legal, or any form of advice requiring professional licensing.
The updated policy, which took effect on October 29, marks a significant shift in how the world’s most popular AI chatbot can be used. Under the new rules, ChatGPT is now strictly classified as an “educational tool,” not a consultant or adviser.
According to OpenAI’s revised Usage Policies, users are prohibited from using ChatGPT for any consultation that requires certified expertise — including medical or legal advice, or activities involving facial or personal recognition without consent.
The same restriction applies to making critical decisions in finance, education, housing, migration, or employment without proper human oversight.
OpenAI says the move is designed to enhance user safety and prevent potential harm that could result from overreliance on AI in sensitive or regulated areas.
“The updated rules are meant to ensure responsible use and reduce the risk of harm from unverified or inappropriate information,” the company stated.
A Shift from Consultant to Classroom
Industry analysts say the change reflects the growing global pressure on AI companies to operate within professional and legal limits.
According to tech watchdog NEXTA, ChatGPT will no longer give specific medical, legal, or financial recommendations.
Instead, it will “only explain principles, outline general mechanisms, and direct users to consult a qualified doctor, lawyer, or financial professional.”
The new restrictions mean no more naming medications or giving dosages, no legal templates, and no investment tips or buy/sell advice.
Behind this policy, experts see OpenAI’s attempt to protect itself from liability risks in a world still catching up with AI regulation.
Legal scholars say the move could help the company avoid lawsuits or regulatory penalties — especially in the U.S. and the EU, where oversight of AI models is tightening through frameworks like the EU AI Act.
Balancing Innovation and Safety
The decision comes amid rising global concern about the misuse of generative AI. From false medical claims to exam cheating and disinformation, AI systems have been accused of enabling behaviour that traditional laws struggle to contain.
While many users see the new restrictions as a blow to creativity, others believe they are necessary. “The goal isn’t to limit knowledge but to keep humans in control of critical judgments,” one policy analyst said.
This development may signal a new era of AI governance — one in which artificial intelligence teaches but does not prescribe; informs but does not decide.
