Kano Moves to Outlaw Same-Sex Marriage, Strengthen Morality Laws

Kano State Governor, Abba Kabir Yusuf, has approved the transmission of a new bill to the State House of Assembly. The bill seeks to outlaw same-sex marriage and other practices considered immoral in Kano.

The governor’s spokesperson, Sunusi Bature Dawakin Tofa, announced the decision on Friday, September 12, 2025. He said Yusuf gave the approval while presiding over the 31st Executive Council meeting at Government House Annex in Kwankwasiyya City.

Governor Yusuf stressed that his administration would not compromise on the values and teachings of Islam. According to him, Kano must continue to protect its religious and cultural heritage.

“Under no circumstance will we allow acts that contradict our religion and traditions to take root in Kano. This government is duty-bound to protect the moral integrity of our society,” he declared.

The bill specifically prohibits same-sex marriage as well as local practices called Madugo and Liwadi. Both are considered forbidden by the government.

Moral Standards in Focus

Governor Yusuf said once passed into law, anyone found guilty of engaging in or promoting same-sex marriage and related practices will face strict legal punishment.

He urged lawmakers to treat the bill with urgency because of its importance to the moral and social wellbeing of the state.

Nigeria already has a federal law on the matter. On January 7, 2014, former President Goodluck Jonathan signed the Same-sex Marriage (Prohibition) Act.

That law criminalises same-sex unions and related activities across the country, with penalties of up to 14 years in prison.
