UBEC: ₦68bn Basic Education Funds Still Dormant

The Universal Basic Education Commission (UBEC) says ₦68 billion meant to improve schools across Nigeria is still untouched.

The commission revealed this during a two-day training workshop for South South States’ UBEC Boards Directors and Desk Officers in Uyo, Akwa Ibom.

UBEC’s Executive Secretary, Aisha Garba, explained that states have not accessed the funds due to “slow utilisation and systemic inefficiencies.”

She was represented by her Special Assistant, Ibrahim Gold. He said many states failed to meet the basic requirements to access the money.

A revised Basic Education Action Plan (BEAP) template was introduced in May in Makurdi. The commission believes it will remove old bottlenecks and strengthen accountability.

New Plan for Education Reform

Garba urged participants to adopt the new BEAP tools. She said it focuses on “results-based planning and financial accountability.”

The new system aims to merge several envelopes of intervention funds—matching grants, teacher training, and special needs—into one unified work plan.

“The need to come up with workable and user-friendly templates is clear,” she said, adding that the old version had been in place for over two decades.

The commission hopes this streamlined approach will improve access to the funds and ensure better planning at the state level.

Workshops had earlier been held for Northern states in Kano. Garba challenged South South participants to perform even better.

UBEC’s Director of Physical Planning, Sadiq Saiad, and Akwa Ibom SUBEB Chairman, Dr Aniette Etuk, both urged participants to pay close attention to details.

They said this was the only way to achieve the intended purpose of the reforms.
