The Delta State Police Command has issued a stern warning to residents about indecent dressing, declaring it punishable under the Violence Against Persons Prohibition (VAPP) Law.
A statement posted by the command on Saturday made the warning clear in Pidgin and English.
“As you nor like wear cloth wey dey cover your body well, and you prefer dey waka go work, school, or anywhere with clothes wey dey show everywhere for your body, make you hear am – Delta state government nor dey smile for that kain dressing… VAAP law don ready to punish anybody wey nor dress well,” the post read.
Offenders Face Fine or Community Service
The Police made it clear that those caught violating the law will either be fined ₦50,000 or ordered to serve community punishment.
The law targets those who “intentionally expose any of their private parts wholly or partly in public.”
Once convicted, the person could face both the fine and court-ordered service to the community.
This enforcement forms part of Section 29 of the VAPP Law as adopted by Delta State.
VAPP Law Meant to Protect the Public
The VAPP Act was first signed at the federal level in 2015 by President Goodluck Jonathan. Delta domesticated it in 2020.
The law is broad and goes beyond indecency, and it tackles violence in private and public life.
It covers issues like forced ejection from a home, abandonment of dependants, domestic violence, female genital mutilation, and harmful widowhood practices.
It also prohibits battery, economic abuse, and dangerous traditional rites that violate human dignity.
Delta Police Say the Law Will Be Enforced
Police say the public should not treat the warning as empty talk. They say enforcement has already begun.
The aim, they say, is not only to punish but also to create awareness of acceptable behaviour in public places.
Residents have been urged to dress modestly and decently at all times.
“Delta State government nor dey smile for that kain dressing,” the statement repeated.
While some citizens agree with the law, others believe it may invite controversy over what qualifies as “indecent.”

Na women dressing de disturb this government. I am all for decent and modest dressing, but this law, will it stop prostitution or what?
Does it help to stop domestic violence, child trafficking, the abuse of the girl-child in homes, schools, etc.?
With insecurity and new health issue, women dressing is what is bothering this administration. This is misplaced priority! Nigeria is just a cruise country!😆😆😮
