President Bola Tinubu has ordered a full personnel audit and skills gap analysis across the Federal Civil Service to improve its capacity and performance.
Speaking at the opening of the first International Civil Service Conference in Abuja, Tinubu said the civil service must be strengthened to deliver the goals of his administration’s Renewed Hope Agenda.
He said the audit would ensure only competent personnel occupy positions of responsibility in the federal workforce.
“We can only guarantee the high-performance culture our country deserves by placing the right people in the right roles,” Tinubu said.
Civil Servants Must Drive Nigeria’s Transformation, Says Tinubu
President Tinubu described civil servants as the “quiet architects of stability, innovation, and public trust,” adding that the civil service is key to building a modern and effective nation.
He told the gathering that public workers remain “the backbone of effective administration” and “the very essence” of service delivery.
“The Civil Service, as the vehicle through which the government delivers public goods, has steered us through economic cycles, constitutional transitions, and social democratic consolidation,” he said.
He urged civil servants to embrace innovation and data-driven reforms to meet the changing needs of citizens.
The president also praised their past contributions to Nigeria’s development and challenged them to help shape the future.
Welfare Measures and Data Accuracy Now a Priority
Tinubu listed ongoing staff welfare measures, including the new national minimum wage, revised salary structures, and the Pension Bond Scheme.
He said the government had taken those steps to boost morale and build a more committed workforce.
The president also directed all ministries and agencies to manage and protect national data under the Nigeria Data Protection Act 2023.
“Data is the new oil, but unlike oil, its value increases the more it is refined and responsibly shared,” Tinubu said.
He urged agencies to publish reliable and verified datasets so that international observers can track Nigeria’s progress.
Global Support and Reforms Get Presidential Applause
Tinubu applauded the Head of Civil Service, Didi Esther Walson-Jack, for hosting the conference and driving reforms under the Federal Civil Service Strategy and Implementation Plan 2021–2025.
He praised the civil service’s efforts at digitalisation, including the launch of Service-Wise GPT, which uses AI to improve service delivery.
Tinubu also thanked international partners such as the UN, UAE, and UK for supporting Nigeria’s public sector reforms.
In her remarks, Walson-Jack said the civil service was determined to lead reforms across the African continent.
“If Nigeria must lead Africa, then our Civil Service must lead the way,” she said, adding that the event was “fully self-funded through collaborations, strategic partnerships, and resourcefulness.”
The conference received goodwill messages from global figures, including Amina Mohammed of the UN, the UK’s Lord O’Donnell, and the British High Commissioner to Nigeria.
