The Federal Government, through the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), has granted Process Design and Development Limited a license to build a 20,000 crude oil per day capacity refinery.

The new facility will be in the Dole-Wure, Akko area of Gombe State. NMDPRA’s Chief Executive presented the licence to the Managing Director/CEO of Process Design and Development Limited during a ceremony on Thursday.

This latest development signifies that Nigeria officially has about ten modular and regular refineries, boosting the country’s refining capacity. There may be several illegal refineries operating, often discovered and dismantled in the oil-bearing communities of the Niger Delta.

According to online checks, Process Design and Development Limited is registered in Kano with registration number 487883. The directors are listed as Adamu U. Sanda, Abdulkadir Umar, Umar S. Umar, and Bashir Umar.

Despite the increase in refining capacity, fuel prices have hardly dropped; if anything, they continue to soar.

The approval came just days after the Port Harcourt refinery announced it has restarted operations several years after it went moribund. The refinery claims it is now supplying petroleum products to petrol stations owned by the Nigerian National Petroleum Company Limited (NNPC).

The NMDPRA is the government agency responsible for stimulating and creating an enabling environment that drives sustainable development for all stakeholders through effective regulatory oversight. It also ensures sufficient product distribution and supply at equitable and fair pricing nationwide.
