The Hisbah Corp Board of Katsina State has released a circular detailing new rules on local transportation, prostitution, and other forms of social conduct. The rules it says, are necessary to arrest the declining morals in society, particularly among the younger generation.
The rules include banning prostitution, gambling, wearing knickers while riding on a tricycle, and okada. The board also prohibits using curtains on a NAPEP, mixing men and women, using musical devices, wearing three-quarter trousers, reckless driving, tinted glasses on NAPEP lights, and only the driver can sit in front of the NAPEP.
Specifically, the directive signed by the Commandant of the Board, Sheikh Aminu Usman, prohibits Okada riders from carrying more than one woman on any Okada ride or carrying persons of different genders (male and female) on the same motorbike.
The board also bans using vulgar language while selling herbals and prohibits herbalists from using loudspeakers to advertise products during prayer times. The board warns the public against violating the rules, stating that violators will face severe penalties. Usman urges parents to be vigilant and prevent their children from breaking the rules.
The order also warned against having “funny hair-style”, promising “Anyone who flouts any of these rules will face the full wrath of the law.” Usman asked parents to be watchful over particularly female children from falling foul of the laws.
Hisbah Corp is a religious police force established by legislation in 2001 in at least 12 states of northern Nigeria to enforce Shari’a rules and ethics among Muslim faithfuls in those states.
